  Icheri Sheher is often called a fortress, as this area is surrounded by a fortress wall with 25 towers and 5 gates. Many unique monuments have been preserved here: the palace complex of the Shirvanshahs with a tomb, divankhane and a mosque; "Gyz Galasy" ("Maiden's Tower"); mosques and minarets, remains of caravanserais and baths. Due to the lack of building space, wall to wall was erected here from ancient times: there are no gardens, the yards are extremely small, the quarters are cut through by threads of narrow streets and lanes. In the XVII-XIX centuries the city did not go beyond Icheri Sheher. Here were the palaces of the rulers, and residential areas. From 1747 to 1806 here was the capital of the Baku Khanate. Only after the beginning of the oil boom, the city began to grow and go beyond Icheri Sheher.
